Melt the chocolate chips and butterscotch chips in a medium sized saucepan on the stovetop over low heat. Stir often. As soon as the chips are melted, remove from heat.
Stir in pecan halves and chow mein noodles until they are completely covered by the chocolate mixture.
Drop spoonfuls onto a sheet of wax paper {parchment paper works too}.
Let the haystacks set for at least an hour. Once the chocolate has hardened, enjoy!
